  3. Learning

    The system is observing an eligible baseline, test or early result and has not reached its decision rule.

  4. Expected

    Configuration suggests a condition should hold but the required real confirmation is outstanding.

  5. Choose the next step

    Connect a source, wait for an eligible event, fix delivery, broaden a safe window or decide that no further work is justified.
